The Competition is open to all PAM corporate members with a current membership and a valid LAM registration. Proof of LAM registration and PAM membership is to be enclosed in the Registration Form.

Participants are encouraged to form multidisciplinary consortium teams comprising architects, designers, façade specialists, engineers, allied professionals, specialists, etc. The registered participant as team leader must however be an architect with valid PAM corporate membership and LAM registration.

No member of the Competition Secretariat, the Competition Promoter, the Jury Panel, nor any associate, employee, family member, nor any person, consultant or company who has been concerned with the preparation or organisation of the RTS project team and competition, shall be eligible to compete, or to assist a competitor.

There are no limits to the number of entries submitted by a participant who complies with the above item/s. However, the rules of the Competition herein (including the registration and submission procedure and payment of the requisite fee for each registration) shall likewise be applicable to each additional entry.

Only registered participants may submit queries and entries to the Competition. A registration fee of RM 318.00 (inclusive of 6% Government service tax) is payable to PAM for registration. The registration fee is non-refundable unless the competition is, for whatever reason or circumstances, cancelled before the end of the submission of queries period.

Upon receipt of proof of payment of the registration fee and the Registration Form with the supporting documents, a receipt and password for downloading the competition package shall be issued.

The Jury Panel shall assess the submissions according to the following criterias:

• Design Concept Excellence  – 30%
• Innovation and Technology – 20%
• Constructability and Assembly  – 20%
• Maintenance and Occupancy Issues  – 15%
• Environmental and Sustainable Design – 15%

Upon submission of entries, the Jury Panel shall first undertake the task of shortlisting the submissions and to review the technical merits of the submissions. For the purpose of the shortlisting, the Jury Panel shall be assisted by a Technical Review Committee comprising a minimum of 3 persons to be nominated by the Competition Organiser and Promoter, and whose function will be solely to advise the Jury Panel with no voting rights. The final shortlisted participants (6 to 10 participants) will be invited to make a short presentation to the Jury Panel.

The Jury Panel shall make the final selection of the winners and the decisions on the same shall be final and binding on all parties concerned. No further inquiries shall be entertained.

It shall be a condition of the Competition that all intellectual property rights to the submission awarded the First Prize will be assigned to MRT Corporation (or its nominee), as the quantum of the First Prize includes a RM100,000 payment for assignment of the intellectual property rights.

The assignor retains the moral right to be identified as the author of the design, but irrevocably and unconditionally waives all moral rights in respect of the models, the plans and the building to which he may now or at any time in the future be entitled under the Copyright Act 1987 (Act 332) section 25(2)(b) and under any similar laws in force from time to time during the full period of copyright and of all other rights in the nature of copyright respectively in the models, the plans and the building and all renewals, reversions, extensions and revivals of each such period subsisting or arising under the laws of any part of the world in any part of the world. The assignor declares that this waiver shall operate in favour of the assignee, its licensees, its assigns and its successors in title.

The copyright of all the participants’ works, except for the First Prize winner, shall be in accordance with the Copyright Act 1987 (ACT 332) and any of its amendments for the time being in force in Malaysia.

The participants confirm and declare that they, and/or the organisation/consortium team represented, is the rightful author of the submissions. The participants shall defend or settle any claims made or any suits or proceedings brought against the Organiser and Promoter in so far as it is based on an allegation that such Work Products infringes any patent, trademark or copyright of any party.

The participants shall pay the cost of such defence and settlement, any costs and damages finally awarded by a court against the Organiser and Promoter including but not limited to any legal fees or disbursements incurred by the Organiser and Promoter in the event that they and/or its representative is required to appoint a solicitor to defend the Organiser and Promoter and/or its representative and any claims, losses, liabilities, damages, costs, fines, expenses, proceedings, compensation, actions or demands as may be brought by any such party.
